This was introduced into the beta for this past testing phase. I neglected to post anything about it in the thread because of two reasons.
1 ) I didn't encounter it
2 ) It was rumored to be something in the beta only
With this post, number two is shot completely out of the water and I can actually say something about it without regret. (I was afraid saying something about it, and having it turn out to be false would be misleading on my part)
This is something that beta testers for the majority of phase 3 have been complaining about. On top of the STILL terrible controls. On top of the STILL sluggish and fucked up UI system. There's a 250+ page thread for feedback on the UI & Basic Controls. This is where not only people are talking about UI & Controls, but about this 'Surplus'.
It started showing up and people had NO IDEA what it was, what it was for, why it was there. You GAIN SURPLUS LEVELS for fucks sake. I'm not even kidding on this.
Right now, as it stands, it's two hours of playtime with a
two day cooldown.

Fatigue is not inherently a terrible system, but the way you are implementing it makes it a terrible system. You have to do major changes or literally nobody is going to play your game, not even casuals. Consider the casual player who only gets to play one day a week but plays for 12 hours. The problems:
-Favoring punishment over reward. You aren't rewarding casual players, you are punishing hardcore players. There's a difference. Rewarding casual players is giving bonuses to them for not playing, not allowing them to play the game normally while everyone else suffers.
-Again, even casual players could suffer in the instance that they only get to play a day or two a week (likely the weekend) and try to get 12 or so hours of gaming in, just to be hit with surplus forcing them to quit.
-People are PAYING YOU to play this game. People are NOT paying you to NOT play this game. If someone wants to play a lot they should NOT be punished. If they are punished, they will QUIT. Since your game doesn't even cater to casual players in the first place, you will then find that you will have NO casual subscriptions and NO hardcore subscriptions. Square Enix, you are well known for catering to hardcore gamers and FF14 is no exception, casuals will not be able to pick up this game and enjoy it in its current state, you are blind to think otherwise, so with the majority of your playerbase being more hardcore you NEED to cater to them. You don't need to reward us, but you CANNOT punish us.
Please open your eyes Square. Surplus is fine in moderation, like perhaps 12 hours in a row with a 1 day cooldown. But 2 hours / 2 day cooldown is the most ludicrous thing I have ever heard of. If you want any subscriptions whatsoever you will change this, and fast.
With that, I'm sliding back under my rock. :3
